Manufactured Controversy:
The Cost of Obstruction
How administrative sabotage threatens Imperial Valley’s future.

Economic Sabotage
A faction of local politicians has chosen a path of administrative obstruction, risking a project that promises 1,688 high-paying construction jobs and $28.75 million in recurring annual property tax revenue for schools and emergency services.
A sprawling federal civil rights lawsuit alleges a pattern of behavior designed to derail the fully permitted project, including circulating highly misleading “economic sabotage” flyers to incite public hostility.
Blocking the Salton Sea Solution
IVCM proposed a privately funded, net water-positive strategy: purchasing 6 million gallons of reclaimed municipal wastewater daily, using a fraction for cooling, and releasing the vast majority into the Salton Sea.
The lawsuit alleges that City officials actively pressured El Centro to terminate this conditional water supply, weaponizing their power to choke off the project and block a solution that would mitigate the Salton Sea’s decline.
Who Pays the Price?
If the City of Imperial succeeds in driving away a $10 billion investment simply because they refuse to honor existing zoning laws, the true victims are the working families of the Imperial Valley who are robbed of jobs, tax relief, and a brighter economic future.
Demand Accountability
It’s time to prioritize jobs and environmental solutions over political obstruction.
